Indiana Health Care Association Appoints Paul Peaper as President

INDIANAPOLIS – June 15, 2022: The Indiana Health Care Association/Indiana Center for Assisted Living (IHCA/INCAL) representing more than 485 long-term and post-acute care communities across the state, announced the appointment of Paul Peaper as the new president of the Association, effective July 1, 2022.  Peaper will succeed Zach Cattell, who stepped down from his position this spring and is currently serving the IHCA/INCAL as interim president.

A native Hoosier and a lawyer by education, Peaper is a highly respected health care leader with deep experience in health and insurance policy, legislation, and state and federal regulations especially those governing Medicare and Medicaid reimbursement.  Peaper most recently served as the executive director of strategic affairs and corporate partnerships at Indiana University Health.

IHCA/INCAL conducted a national search for Zach’s successor, led by Gallagher Executive Search and Leadership Advisors and an internal search committee led by five board members.

“Zach has been an incredible asset to the IHCA/INCAL, and the powerful and meaningful impact he has had on our sector is certainly a hard act to follow,” said Tanner. Our goal was to bring in a promising leader who is not only competent but also enthusiastic about expanding on the incredible foundation that Zach has set for IHCA/INCAL and its members,” said Tanner.

Peaper brings more than a decade of leadership experience spearheading a variety of strategic and large-scale campaigns for the state. Most notably, Peaper helped coordinate all aspects of Indiana’s response to the COVID-19 pandemic including testing, tracing, vaccination and overall strategy during his employment with the Office of Indiana Governor Eric Holcomb. He also served as the Governor’s senior advisor on all health care and insurance policy matters at both the state and federal level. Additionally, Peaper serves as an adjunct faculty at Indiana University Robert H. McKinney School of Law where he teaches healthcare business and revenue systems to law students.

Peaper earned his Juris Doctor from Indiana University Robert H. McKinney School of Law, and his Bachelor of Science in Criminal Justice and Bachelor of Arts in Political Science from Loyola University of Chicago.
