The IHCA/INCAL is pleased to host a webinar to review the upcoming NEMT carve-out for nursing facilities and to discuss readiness steps for this transition. As a reminder, nursing facilities will no longer use Southeastrans/Verida after June 30, 2023.

Effective July 1, 2023, the Indiana Health Coverage Programs (IHCP) is changing its nonemergency medical transportation (NEMT) policy. For fee-for-service (FFS) Medicaid nursing facility residents, all NEMT services will be carved out from the FFS Medicaid NEMT brokerage. Beginning July 1, 2023, nursing facilities must do the following:

  • For nonemergency BLS or ALS ambulance transports that meet medical necessity for basic life support (BLS) or advanced life support (ALS) services, nursing facilities will schedule trips directly with ambulance transportation providers. The ambulance providers will then bill the state.  The nursing facilities will not need to file claims.
  • For all other NEMT transports (or example, ambulatory and wheelchair vans), nursing facilities will schedule directly with transportation providers and will pay them directly.  Nursing facilities will receive an NEMT add-on to their per diem rate beginning July 1, 2023. This amount will be reflected in the July 1, 2023 rate letters.
